About me
Hi, I'm Russ
BIO
I was born in Grass Valley, where my family lived until I was 10. My family moved during my 5th grade year to Auburn. I graduated from Placer High School, attended Sierra College, CSU Chico, and finally received my BA in History from UC Davis. I thought I would use my degree to either become a teacher, or to go into law. Instead, I went to work for the City of Rocklin initially as a planning technician and stayed for the next 20 years. I have a Masters in Public Policy and Administration from CSU, Sacramento.
I have been married to Esther for 29 years. We were introduced by a mutual friend who thought we were oddly attached to our pet dogs, so might make a great couple. We started with a blended family of two labrador retrievers and an Irish setter. We currently have five dogs.
A Long Career
Rocklin was beginning to experience rapid growth in the 1980s and I filled many positions in city government, gravitating to the finance department and becoming the technical lead in bringing computer technology to the City. In 2000, I was hired by Economic & Planning Systems, Inc. (EPS), an urban economics firm. Our firm works with local government agencies in developing public policies grounded in fiscal accountability to each constituency. I have been with EPS for 24 years.
Personal Interests
Always Continue to Learn
I am an avid gardener, I dabble in photography, and am trying to learn to play the guitar.
"Well, I don't know but I've been toldYou never slow down, you never grow old"
Tom Petty
My vegetable garden is my passion. Because I grew so many tomato plants, people assumed I knew what I was doing and would ask my advice. To be able to scientifically answer gardening questions, I completed a four month certification program to become a Placer County Master Gardener.
I have always had an interest in photography and try to master light and color with each shot.
I want to learn to play the guitar to keep a sharp mind as I age. My instructor reminds me it also helps to battle arthritis in the hands.
I seek to learn something new every day. We are fortunate to have the ability to travel the world and learn most anything from a (somewhat) small device we carry in our hands. A solid public education will help teach our children how to travel through that portal and discern which is real, and which is just noise.
